Fisher Island, a perfect preservation: the chopped-off chunk of Miami Beach on the MacArthur Causeway between South Beach and Virginia Key.Fourteen years ago, I rode around Fisher Island's 216 unfinished acres on a golf cart. Bill Rebozo, the developer nephew of financier Charles "BeBe" Rebozo (Richard Nixon's favorite pal), wanted me to see what was to be his dream island town smack in the middle of downtown Miami.
His love affair with the sprawling $56-million, 60-year-old Spanish Mediterranean winter domicile of William Kissam Vanderbilt II (great-grandson of Cornelius Vanderbilt), which had been located on Fisher Island since the 1920s, was the prototype for his version of an Italian hill town or a Spanish hideaway port, chock-a-block with European influences.

His mission, with the help of architects Sandy & Babcock, was to build a town in the exact architectural style of Vanderbilt's low-rise villa with cream-colored walls and red Spanish Mission barrel tile roofs. "I want a private old world harbor island," Rebozo mused at the time. "We will wake in the sun to croissants and coffee and sip wine at sunset...there will be nothing surrounding us but sea and sky."

Rebozo never realized his dream but Fisher Island was purchased by Mutual Benefit Life Insurance in 1986 who developed the island, then sold it 12 years later to its current owner Chicago financier John J. Melk, an early investor in Blockbuster Video with Wayne Huizenga, and his partners, Daniel McLean, a Chicago developer, and Melk's son Daniel. This group has continued to add to the luxury and livability of an island town so foreign and far out yet near the city.
The philosophy behind the planning and design for Fisher Island was to create a "world apart" by invoking the ambience of a Mediterranean hill town on this flat spit of land surrounded by the dazzling waters of the Biscayne Bay and the Atlantic Ocean.

The overall estate enclave, consisting of several weathered buildings (now the stunning Fisher Island Club), provided architect Jim Babcock the key to what the island should become. The estate's elegant Mediterranean style matched the island's balmy climate and waterfront location, allowing the use of the region's vast natural vegetation. "Rebozo had a vision but couldn't make it tick," Babcock says now. "But the general manager wanted Fisher Island made perfect. So we remastered the plan, and built the entire island to look as it did in the 1920s. It was quite a job."

A spectacular job, indeed. After spending four glorious days in the virginal largo of nature-by-the-sea, an international Martha's Vineyard with warmer waters, I had to be dredged out by a crane. (My second and third visits were the same.)
Fisher Island was created in 1905 by a dredging project called Government Cut which separated the southeast side of Miami Beach from the rest of the city. Several years later the island was purchased by Carl Fisher, a local developer who, like Rebozo, fell in love with the tropical paradise and wanted to make it a superduper playground. (Fisher so much wanted to live and die there he actually built a mausoleum to prove it.)

 Historic articles believed new-moneyed millionaire Fisher and his old-moneyed millionaire pal William K. Vanderbilt were drinking one night when Vanderbilt offered to trade his 250-foot yacht EAGLE for Fisher Island. For some wacky reason, Fisher agreed, and Vanderbilt began building his Gatsbyesque estate on the island.
When Vanderbilt died of a heart attack in 1944, the estate was acquired for $500,000 by Edward Moore, whose family owned U.S. Steel. Later, it was purchased by Gar Wood, the eccentric speedboat king, who eventually sold it to a consortium including former President Richard Nixon and his pal BeBe Rebozo.

According to Babcock, all executives involved with Fisher Island wanted to maintain the intricate detail that Vanderbilt had designed and young Rebozo had perpetuated. This is why the island is a feast for the eyes and a sedative for the anxious personality.

The restoration of the original Vanderbilt complex is mind boggling. It includes the main mansion, the exquisite baths, the several guest houses, an art studio for Rosemary (Vanderbilt's talented daughter), servants quarters, pools, tennis courts, golf course, electrical generating plant and pump station.

Portraits of Napoleon (Vanderbilt's hero) were on display throughout the manse as were the table linens the Emperor had used. There were needlepoint chairs and cedar-lined closets even in the servants quarters. All have been restored. "The Fisher Island Club (the original home) is a major residence restored," explains Babcock. "The additions were a kitchen and ballroom. We repeated the details, bronzed the windows, added a fancy oak lounge near the main dining room and remodeled the courtyard, adding a porte cochere. We recreated the mahogany furniture and built a grand staircase. The wall treatment in the ballroom is hand painted canvas with flowered frescoes."

The woodwork, imported from Europe, was also left as it was. The public area is paved in coral. The fireplace at the head of the outdoor swimming pool is made of the original coral. The details around the pool are coral precast; the weathered look of coral is retained with pocks and holes. All doors have cut coral around them.

The various cottages are now staff offices or hotel rental villas, including the newly renovated STUDIO, Rosemary's cottage, which has an enchanting backyard terrace with a tiled whirlpool, mahogany furniture inside, and a kelly green tiled kitchen with fine wood cabinets. The Estate Guest Lodge is within the building which originally housed Vanderbilt's boat crew.
Portions of the elegant 22,000-square-foot Spa Internazionale - named one of Town & Country's "best in the Western World" - were the original seaplane hangar.

The open-air Beach Club and adjoining indoor/outdoor restaurant were once the pump house. The elegant, candle lit Vanderbilt Dining Room with mahogany furniture and French and Italian antiques bought and placed by Carol Corn, a Fisher Island interior designer, has endured another restoration to look even more like it did in the 1920s.

Babcock, who has had inquiries from Spain, Portugal and Italy to create Fisher Island types of residential enclaves, designed a hill town atmosphere by stepping the buildings and roof lines, creating a random silhouette that seemed to be tumbling down a hillside. The red clay roof tiles amid the creamy white plaster walls highlight the concept which actually works. The rooftops, stepped in several directions, provide views for every condo unit scattered around the pristine grounds.

"We treated Fisher Island like a small town," Babcock explains. "Each building is done like a small village within a larger town. Representatives from other countries have talked to me about building similar island towns there. But there's nowhere else like Fisher Island." The white plaster walls of the buildings were hand-trowled in a traditional arched pattern. Tile pavers throughout the community were made in Spain by Hijos de Sugranes and the hand-made clay tile roofs come from San Salvador. Florida keystone, a coral-like stone indigenous to Florida, is used to accent the early work around the pools, and for columns, railing caps and ornate door sounds.

Together, Fisher Island's condos, courtyards, fountains and fauna create a picture book luxury community that is accessible only by water - a continuous fleet of running ferry boats - or by air on the private helipad.
There is no bridge. (This is why President Clinton and the First Lady Hillary stayed here in 1995, and movie stars like Demi Moore and Meg Ryan like to escape reality by sunbathing on the Bahamian imported sand.)
Once there, amid a chorus of exotic peacocks, Latino Indian Ringnecks, Hawkhead and Yellow Nape Amazon Parrots, Mexican Military Macaws and Australian Cockatiels in environmentally-perfect aviaries, park your car for the duration of the stay and move around the island on foot, bike, or golf cart. (You get two carts if you buy a condo.)
There's even an observatory so residents can study nature and the stars. (Either interplanetary stars or movie stars - several live on neighboring Star Island - depending on your preference.)

Although the average priced condo is $2.1 million for a 3,500-square-foot unit, the range is from $650,000 to $7 million for a five-bedroom palace with a gym, whirlpool and his and her bath salons. (Many folks pay cash and pray away the hurricanes).
So far, people from 45 different countries have bought from the array of 560 residences here, making Fisher Island denizens a mighty cosmopolitan bunch. Using Fisher Island as a second, third or fourth home, well-heeled dwellers come from Brazil, Germany, Japan, Britain, France, Spain, Canada, and the U.S. Young architects, artists, industrialists, lawyers and doctors are buying up the windswept island at the rate of about four units a month.

With Miami's international business reputation, South Beach's Prozac-perfect party scene, and the lower prices of luxury homes as compared to those in Europe and South America, Fisher Island is indeed one-of-a-kind. There are few tropical island retreats isolated from the world while merely a five-minute ferry from reality. (If South Beach is considered reality.)
For golfers, a par-35, 3,400-yard championship, nine-hole, Pete Dye- designed golf course with a 5,000- square-foot clubhouse should keep you happy. And complexes of new golf villas are under construction. Dozens of fitness trails swathed in bougainvillea, Royal Palms from Cuba, Coconut Palms from Malaysia, and rare orchids from the island's own nursery, make an excellent backdrop for golf and other forms of outdoor exercise.

There is a 16-court tennis center, unusual European treatments in the blue glass tiled spa with gushing Roman springs outdoors like the luxury spa in Montecatani, Italy, and a 4,000-foot beach. In the commercial section, accessible by golf cart, are a bank, language school, furniture store, florist, hardware store, gourmet grocery, cafes, video-rental store, clothing boutiques, post office, fire station, real estate sales office, laundry and insurance agency. Nearby are two marinas with every kind of boat imaginable, nine restaurants, a dinner theater and the private Fisher Island Club for residents, club members, and non-members who stay in the hotel villas for upwards of $800 a night.

To be commercially perfect, all the island needs is a bit more culture to meet the excellence of the architecture. Maybe a dedicated book store/library, more art, and more theatrical productions.
Whether you buy a condo, a golf course villa, become a member of the club or just stay the weekend, Fisher Island is literally a world apart from everyday life.

The international mix of people is stimulating, and the serene beauty, the local historic destination, the tiled pool, and the sounds of an active bird sanctuary provide a relaxing tranquilizer accessible without a prescription.

Original Plans for Palazzo del Mare

Developer Eyes Fisher Island for Ultra-Luxury Condo


MIAMI-Fisher Island Holdings LLC plans to develop an ultra-luxury condominium on exclusive Fisher Island, on the south side of Miami Beach. Palazzo del Mare is planned to consist of 34 units on the Atlantic Ocean. The units, to range from about 3,500 sf to more than 7,000 sf, will have three to five bedrooms. More than half of the units, which are priced from $2.1 million to $6.5 million, were sold at press time.

The project is expected to be different from other area condo developments, say insiders, in that many Latin American and other investors often purchase other units at pre-construction prices and turn around and sell them.
At Palazzo del Mare, buyers are expected to live there for a period of time and keep the units longer.

Palazzo del Mare residents will have views of Downtown, the ocean and beach; and the island with its golf course. The project's planned high-end amenities include about a dozen private garages, concierge services and a guest suite off the lobby.

Fisher Island Holdings also owns Fisher Island Realty, which is handling sales for Palazzo del Mare. The project was designed by Robert M. Swedroe Architect Planners of Miami Beach. A groundbreaking is reportedly scheduled for late this fall, with completed expected in 2006.

John Melk, chairman of Fisher Island Holdings, purchased the 216-acre Fisher Island in 1998.
About 650 families live there in projects all owned by Fisher Island Holdings.


Fisher Island Marina

Want to take your yacht straight out to sea? Fisher Island is about as close to the Atlantic Ocean as you can get in Miami Beach.  It has two surge-proof, deep-water marinas with a total of 131 slips for vessels from 35 to 250 feet.

Fisher Island Day School. Answering parental interest


Chartered as a Florida non-profit (501C3) corporation in early 2003, the Fisher Island Day School was founded in response to strong parental interest on Fisher Island, a residential community located on an island off Miami Beach. At the present time, approximately 130 school-age children live on the island and many more live on surrounding islands as well as on Miami Beach. A benefactor has provided the funding for start-up costs, but the school needs to become self-supporting by the end of the first fiscal year.


Initially, the school will enroll children 2-8, but is expected that within 5 years enrollment will span Pre-K through grade 5, in addition to the program for 2 year olds. The 4,000 sf. Building presently under construction will accommodate approximately 50 students. Upon opening, the school will apply for accreditation by the Florida Council of Independent Schools and the Florida Kindergarten Council (a 3 year process), and the school will hold membership in the National Association of Independent Schools. During the accreditation process, the school will hold a "New School" affiliate membership in these organizations.

The Fisher Island Day School's mission and philosophy are being discussed with input from board members and interested Fisher Island residents. Predominant themes of the program include:

         Ethical values and self-esteem; spiritual values and acceptance of all religions

         Positive interactions with others (no bullying)

         Activity-based instruction rather than rote memorization and drill.

         Low student/teacher ratios - the 5:1 anticipated student-teacher ratio is approximately half that of other private schools in the area

         Preparation in multiple languages

         Preparation for citizenship in an increasingly international world; and

         Development of well-rounded individuals.

The school will offer a superior academic curriculum enriched by full programs in the arts, physical development and activities. Teachers will be selected on the basis of their professional qualifications and expertise, their commitment to the mission of the school, their enthusiasm for working with young children, and their capacity to work closely and cooperatively with parents. The school is headed by Mr. Jerry Zank, who holds more than 30 years of administrative experience in independent schools, including a term of 11 years at Ransom Everglades.

It is anticipated that students who complete the Fisher Island Day School program will be well-prepared to enroll at the best college-preparatory middle and upper schools in the Miami area or at selective boarding schools in other parts of the country. The school expects to enroll children from the Fisher Island community who have the potential to respond positively to its program.

Tuition & Finances
Tuition will be set at levels to ensure that the school can cover most operational costs on an annual basis. Fund-raising activities will supplement tuition revenue so that the school can operate with a positive balance at the end of each fiscal year as well as develop a cash reserve for long term financial stability. An outside auditing agency will be contacted to conduct an annual audit of financial operations. The school will open with no debt or debt service.

The gross operational budget in the first year is expected to be approximately $500,000. Annual tuition in the $12,000 - $13,000 range will cover approximately of this operational budget; the remainder will be made up through fund raising activities, including an annual fund and possibly special fees for services and facilities
.

The Board
The Advisory Board is a self-perpetuating body comprised of approximately 15 individuals who offer special expertise, talent, and resources needed to sustain the school long term. Individual members are expected to support is traditionally defined as "work", "wisdom", and "wealth" or a combination. The term of each board member is 5 years but the term may be renewed indefinitely. Members will serve on standing board committees or ad hoc committees according to expertise or interest. The President of the Board determines committee membership.

School Opening
Completion of construction on the building (with certificate of occupancy from Miami-Dade County) is scheduled for late February or early March 2004. At that time, classes for a few students who are presently being home schooled will be moved into the building. Throughout the spring, recruitment efforts will be conducted for enrollment for the fall of 2004; at that time, the school anticipates matriculating 25 students in Pre-K, K, Grade 1, and Grade 2 in addition to a partial-day program for 2 year olds.

The Admission Process
The school staff will review applications and select candidates who have qualities that suggest success in the program, philosophy and environment of Fisher Island Day School. An evaluation for possible admission is made on basis of:

1. An on-campus personal interview with the parent
2. An on-campus evaluation of the child
3. An admission Test (Grade 1 and higher)
4. Record from previous school (if applicable)
5. Recommendations - teacher and principal from previous school (if applicable) OR a professional who knows the candidate well

Fisher Island Day School seeks candidates who demonstrate readiness for success in the school's programs and whose families share the values and mission of the school. The school believes that the experiences of all students are enriched by individuals from diverse backgrounds. Fisher Island Day School admits children regardless of race, religion and national or ethnic background.

The Application Process
Fisher Island Day School utilizes a "rolling admission" process, meaning that students may apply at any time, including admission for partial year. An application may be requested from the Admissions Office at any time. An official evaluation of the candidate for admission purposes will begin only when the candidate's file is complete, including payment of the application fee.

Once an evaluation is completed and returned to the school, an on-campus interview will be scheduled. Upon receipt of the completed application and payment of application fee, the Admissions Office will request recommendations from the previous school (if applicable) or from individuals who know the candidate, as identified on the application form. Notification will be made promptly by letter once the evaluation, including contact with references, is complete.

In certain circumstances, the school may recommend additional testing or supportive data from outside professionals or reapplication at a later date. Parents should recognize that evaluating children at these young ages is not an exact science and changes in maturity levels can take place rapidly. The school staff will use its best professional judgment when each child is ready to enter the Fisher Island program.

   A developer and owner of part of Fisher Island is trying again to get the City of Miami Beach to approve condos that are opposed by residents who have gone to court in the past to curtail other development.
   Fisher Island Holdings, headed by John Melk and Daniel McLean, is set to go before the Miami Beach design-review board for the fourth time on Jan. 15. They want to build three, 10-story interconnected condos on 10 acres in the easternmost portion of the island.
   The city's administration is recommending approval, according to a city document.
   Depending on the board's decision, said Jeffrey Bass, an attorney representing the homeowners, either party could appeal to the Miami Beach City Commission.
   The proposed buildings would sit on land governed by Miami Beach, while the rest of the 216-acre island is under county jurisdiction.
   The proposed Hazelwood Apartments, with units to be sold from $1.5 million to $5 million, would tower over Government Cut, the entrance to Miami's port.
   Some homeowners and members of the Oceanside at Fisher Island Condominium 5 Association, next to the site of the new complex, want the proposal redesigned. They complain the development would put more pressure on the island's ferry system, increasing waiting time.
   The homeowners said they were promised in 1996 that single-family homes would go on the site. They now worry tall buildings at the water's edge will turn the island into a walled acropolis with no water view or access.
   "We are addressing many problems," Mr. Bass said. He said his clients don't oppose development but want some of the more complex issues considered.
   "We want the problems of density, access to the island, quality of life, in terms of the island's capacity to accommodate more people, and the project's design to be solved in a thoughtful way.
   "Our goal is to make sure that whatever is developed is the best program for the residents of Fisher Island and the City of Miami Beach."
   But Mr. McLean said the homeowners' complaints focus on protecting their view.
   "These people live in the building next to where the three buildings will go," he said Friday. "It is a group of 12. They just don't want any development at all next to them. It is the same group that wanted to buy the island three years ago."
   He said some residents, to limit development on the island, tried to buy the 40 acres Mr. McLean's company bought in 1998.
   Many of them, he said, recently avoided a 1998 suit in Miami-Dade Circuit Court that other investors brought against them after the homeowners filed a series of suits that prevented purchase of the 40 acres four years ago. The suit was dismissed.
   About 15 minutes from the mainland by ferry and south of Miami Beach, Fisher Island has been home to celebrities such as Oprah Winfrey and tennis star Boris Becker.
   If the board OKs the project, Mr. McLean said, construction of the $300 million project of 141 condos could begin in the fall. It would follow completion of 710 condo units his firm is completing on the county's portion of the island.
   "We have vested rights to build," Mr. McLean said. "The board can only deal with the outside of the building."
   Because the three condominiums will be the first buildings that cruise-ship passengers would see on the way to the port, design board members asked the developer in July to make the buildings' facades different from the island's predominating neo-Mediterranean style, said Tom Mooney, Miami Beach's design and preservation manager. Board members wanted the complex to match the Beach's architectural style, he said, especially the neighboring South Point area.
   "Because of the site's visibility from the coast, the design needs to differentiate from the rest of the buildings on the island," he said.
   Those opposing the project said the developer has not made enough changes.
   "They have made no significant modifications to the plan they originally submitted," Mr. Bass said.
   But the developer did reduce the number of condos from four to three buildings, improving the corridors of view, according to Miami Beach planning department documents. Fisher Island Holdings also redesigned the balconies and replaced arched openings with square openings, according to the document.
   "That is not the point," Mr. Bass said. "They keep on coming with the same building. No creativity. No innovation. No relationship to everything the City of Miami Beach holds dear in terms of architecture."
